What peak season surcharges are, and why carriers charge them

Peak season surcharges (FedEx and UPS call them demand surcharges) are temporary per-package fees that carriers add from late fall to mid-January. They're standard practice across the parcel industry, and they pay for the extra capacity the holiday rush needs: more drivers, vehicles, sorting shifts and weekend deliveries. UPS told shippers it expects U.S. parcel volume to rise about 24% from the third quarter to the fourth quarter of 2026, and FedEx says its charges help it keep service reliable through peak, according to Supply Chain Dive.

The demand is there again this year. Adobe forecasts U.S. online holiday spending of $275.1 billion from Nov 1 to Dec 31, 2026, up 6.7% from 2025, with $15.1 billion on Cyber Monday (Nov 30) alone.

The fees come on top of the base rate and the regular surcharges. A December home delivery pays the base rate, fuel, the residential surcharge, any delivery area surcharge, and the demand surcharge. As at FedEx, the Ground service-level surcharge applies to Ground Residential, not to Ground packages delivered to businesses. USPS 2026 holiday price change

USPS doesn't have a separate demand surcharge. It raises its parcel prices for the season instead. The Postal Regulatory Commission approved the 2026 change on Sep 9. It runs from Oct 4, 2026 to Jan 17, 2027 and covers Priority Mail Express, Priority Mail, USPS Ground Advantage and Parcel Select, for both retail and commercial customers. No other products change.

The increases range from about $0.40 for light parcels in nearby zones to $20.80 for the heaviest Priority Mail Express parcels going the farthest. Ground Advantage parcels of 26–70 lbs going to zones 5–9 rise by $7.50 to $7.70.

Two things are different at USPS. First, USPS doesn't charge a residential surcharge, and the holiday prices apply the same way to every address. Second, the increases grow with weight and distance, so heavy, long-zone parcels are where USPS stops being the cheap option in December.

FedEx and UPS price a home delivery almost identically in the busiest weeks, so the biggest lever isn't which carrier you use. It's where the package goes, and both carriers offer a lower-cost option for that, covered below.

Large shippers: volume-based demand surcharges

Both FedEx and UPS have a separate tier for very large shippers whose volume rises far above their normal level. At UPS, customers billed for more than 20,000 packages in any week pay a surcharge tied to how far their weekly volume exceeds their June 2026 baseline. The baseline is their average weekly volume from May 31 to June 27, 2026. The charge runs from $0.50 per package at up to 105% of baseline to $9.35 per package above 400%.

FedEx has a similar charge for customers shipping more than 20,000 residential or Ground Economy packages a week, ranging from $1.70 to $9.35 per package.

If you're near that 20,000 mark, how you spread volume across weeks matters. Pulling orders forward into October, or shifting part of the volume off home delivery, can keep you in a lower tier.

What one residential package really costs in December

Here is what an address adds to one FedEx or UPS Ground package during the highest-rate weeks, at 2026 list rates, before the base rate and fuel:

Negotiated contracts often discount the residential surcharge, and some cap demand surcharges, so check your own agreement. The structure stays the same, though: a home address costs several dollars more than a business address.

The demand surcharge alone is only about 9% of the total. The bigger cost is the residential surcharge that peak season multiplies across your busiest weeks.

The FedEx and UPS Ground demand surcharges for 2026 are residential surcharges. FedEx applies its Ground demand fee to Ground Residential and Home Delivery packages. UPS applies its fee to Ground Residential and Ground Saver. Neither lists a Ground demand fee for packages delivered to a business.

Both carriers built their own answer to this. Their pickup networks are businesses: pharmacies, grocery and convenience stores, shipping centers. Deliveries to them are billed as commercial deliveries:
  • FedEx Hold at Location. FedEx encourages online stores to offer store pickup at checkout, and says shipping to a Hold at Location site "eliminates the residential surcharge associated with a home delivery."
  • UPS Access Point. UPS bills Ship to a UPS Access Point location shipments at commercial delivery rates, and the residential surcharge isn't valid with that service. UPS does add its own Access Point accessorial fee; check the current amount in your rate guide.
So a package going to a pickup location skips the residential surcharge, and with it the residential demand surcharge that comes back every holiday season. Two exceptions to keep in mind. Additional Handling and Oversize demand fees apply to every address, so a bulky box costs the same peak fee whether it goes to a home or a store. And USPS has no residential surcharge, so pickup doesn't change USPS holiday pricing.

How to cut your peak surcharge bill

  1. Know your exposure by week. Multiply your forecast residential volume by each period's fee. The Nov 22 – Dec 27 weeks cost the most, and if you ship more than 20,000 packages a week, compare each week against your June baseline.
  2. Check dimensions now. Additional Handling and Oversize demand fees started Sep 27–28. A box that is an inch too long can add $11.90 per package in peak weeks.
  3. Rate-shop by lane and weight. USPS increases are smallest on light, nearby parcels and largest on heavy, long-zone ones. FedEx and UPS charge almost the same residential premium, so compare total landed cost per lane, not the headline percentage.
  4. Pull volume forward. Promotions and orders that ship before Nov 22 avoid the highest period. Prime Big Deal Days (Oct 6–7) and early holiday sales help move demand earlier.
