Residential and Delivery Area Surcharges 2027: UPS vs FedEx
Key Takeaways
- The residential surcharge for Ground rises from $6.50 to $7.10 at UPS on Dec 21, 2026, and from $6.45 to $6.90 at FedEx on Jan 4, 2027 (list rates).
- Delivery area surcharges rise at every tier. The residential DAS goes to $7.15 (UPS) and $7.00 (FedEx); the remote area surcharge goes to $18.00 (UPS) and $17.75 (FedEx).
- FedEx's January 2027 ZIP list moves 2,533 ZIP codes from Extended to Remote, nearly doubling its Remote tier from 3,591 to 6,124 ZIPs. For a residential package to one of those ZIPs, the surcharge goes from $8.80 to $17.75.
- Fuel applies to these surcharges, not just the base rate. At FedEx's Ground fuel surcharge of 29.25% (week of Nov 2), the 2027 residential charge of $6.90 costs $8.92, and residential plus remote costs $31.86.
- In our example, a rural home package to a ZIP that moves to Remote goes from $35.22 to $48.29 at FedEx list rates with fuel: +37%, against a 5.9% headline increase.
- Pickup locations are commercial addresses. FedEx says Hold at Location "eliminates the residential surcharge associated with a home delivery."

FedEx: "2027 changes to FedEx surcharges and fees" (fedex.com). FedEx lists one remote amount for commercial and residential. UPS: UPS's 2027 preview of value-added services and other charges, as reported by D'Arrigo Consulting (Oct 29, 2026) and PARCEL Industry (Oct 30, 2026).
The base rates rise an average 5.9% at both carriers. Most of these surcharges rise faster: 7.6–9.2% at UPS and 5.6–9.1% at FedEx. For a light package to a rural home, the surcharges can be more than half the bill, so they decide your real increase.

Why carriers charge more for homes and rural ZIP codes
Residential and delivery area surcharges are standard pricing across the parcel industry. They reflect a real difference in the cost of a delivery.
For a store, it means where your customers live matters as much as what they buy.
- A business stop is efficient. A driver often drops several packages at one dock or front desk, on a dense route, during business hours.
- A home stop usually means one package, a walk to the door, and sometimes a second attempt.
- Rural and remote stops add miles. A driver may cover many miles between deliveries, so each package carries more fuel, vehicle time and driver time.
For a store, it means where your customers live matters as much as what they buy.
The residential surcharge: what triggers it
The residential surcharge applies when a package goes to a home rather than a business. It's added per package, on top of the base rate, and it doesn't depend on the package's weight or zone.
Three things to know:
Three things to know:
- The delivery address decides it, not your label. If a package billed as commercial is delivered to a home, the carrier can add the surcharge to your invoice afterward. Validating addresses at checkout helps avoid surprises.
- It applies to air services too. In 2027 it's $7.60 per package for UPS Air and $7.35 for FedEx Express.
- Peak season adds a second residential fee. From Nov 22 (UPS) and Nov 23 (FedEx) until late December, a residential Ground package also carries a $0.75 (UPS) or $0.80 (FedEx) demand surcharge. See our peak season surcharge guide.
Delivery area surcharges: three tiers
A delivery area surcharge (DAS) depends on the destination ZIP code, not the address type. Each carrier publishes a list of ZIP codes in three tiers:
A home in a DAS ZIP code pays both charges. The residential surcharge and the residential DAS are independent, so a package to a rural home in 2027 carries $7.10 + $9.65 at UPS or $6.90 + $9.60 at FedEx in the extended tier, before fuel.
- Delivery area (standard DAS): ZIP codes outside the densest delivery areas.
- Extended area: lower-density areas, often small towns and rural routes.
- Remote area: the hardest-to-reach ZIP codes in the contiguous U.S., with separate amounts for Alaska and Hawaii.

FedEx 2027: 2,533 ZIP codes move up to Remote
FedEx publishes new Delivery Area Surcharge ZIP lists with its 2027 changes, effective Jan 4, 2027. eBB Logistics and ReachShip each compared them with the list effective since July 20, 2026:
| FedEx DAS tier | ZIP codes, July 2026 | ZIP codes, Jan 2027 |
|---|---|---|
| Delivery area | 7,682 | 7,487 |
| Extended | 14,378 | 12,085 |
| Remote | 3,591 | 6,124 |
eBB Logistics' comparison of FedEx's July 20, 2026 and January 4, 2027 lists (updated Oct 22, 2026). The counts are its analysis of the FedEx files, not a FedEx announcement.
- 2,533 ZIP codes move from Extended to Remote. About 240 move from the standard tier to Extended, and a few dozen are surcharged for the first time. eBB found no ZIP code moving to a lower tier.
- The cost per package jumps. For a ZIP moving from Extended to Remote, the residential surcharge rises from $8.80 to $17.75 (+$8.95), and the commercial one from $5.55 to $17.75 (+$12.20), at list rates.
- States with the most ZIPs moving to Remote: Missouri (208), Arkansas (151), Texas (143), Kansas (134) and Oklahoma (111), according to eBB.
UPS 2027: new area surcharge ZIPs on December 21
UPS says the ZIP codes subject to area surcharges change on Dec 21, 2026, together with zone changes for some ZIPs. When we checked ups.com on Nov 5, it still linked to the current list, and the new one wasn't posted yet. Plan to download it as soon as it is, and run your order ZIPs against it before your January checkout rates go live.
Also on Dec 21, UPS adds a per-package fee for some Ground and Ground Saver shipments from certain origin ZIP codes, for qualified customers. UPS said details would be available in early November. They weren't posted when we checked.

Fuel applies on top of the surcharges
Fuel isn't only a percentage of the base rate. Both carriers add it to many surcharges as well.
- FedEx assesses its Ground and Home Delivery fuel surcharge on "the net package rate plus the following applicable surcharges." The list includes the Delivery Area Surcharge and the Residential Delivery Charge, as well as demand-based charges.
- UPS says fuel surcharges apply to transportation charges "and certain other accessorial, value-added and other charges." Its list of fuel-applicable charges includes the residential surcharge and the extended and remote area surcharges.
| FedEx 2027 surcharge (list) | Surcharge | Fuel at 29.25% | Total |
|---|---|---|---|
| Residential, Ground | $6.90 | $2.02 | $8.92 |
| Delivery area, residential | $7.00 | $2.05 | $9.05 |
| Extended, residential | $9.60 | $2.81 | $12.41 |
| Remote | $17.75 | $5.19 | $22.94 |
| Residential + remote | $24.65 | $7.21 | $31.86 |
Fuel percentages change weekly; FedEx and UPS publish them on their fuel surcharge pages. Contract terms can change how fuel applies.

One rural package, stacked: 2026 vs 2027
A hypothetical store ships a Ground package with a $12.00 base list rate to a home in a ZIP that FedEx moves from Extended to Remote. We apply the 5.9% average to the base rate and hold fuel at 29.25%:
| FedEx Ground, one package | Base | Surcharges | Fuel | Total |
|---|---|---|---|---|
| 2026, home, Extended ZIP | $12.00 | $15.25 | $7.97 | $35.22 |
| 2027, home, ZIP stays Extended | $12.71 | $16.50 | $8.54 | $37.75 (+7.2%) |
| 2027, home, ZIP moves to Remote | $12.71 | $24.65 | $10.93 | $48.29 (+37.1%) |
| 2027, pickup location in the same Remote ZIP | $12.71 | $17.75 | $8.91 | $39.37 |
| 2027, pickup location with no DAS | $12.71 | $0 | $3.72 | $16.43 |
List rates. The base rate is an assumption, and your rate to a given ZIP depends on zone and weight. Fuel uses the Nov 2–8 FedEx Ground rate for both years. "No DAS" means the pickup location's ZIP isn't on the DAS list, or the DAS is waived in your agreement.
Three things the example shows:
Three things the example shows:
- The headline 5.9% is far from the real increase for rural homes in a reclassified ZIP.
- Delivering to a commercial address removes the residential charge (here $8.92 with fuel), even in a Remote ZIP.
- The DAS on a commercial address is a contract question. Whether a pickup location in a surcharged ZIP pays the commercial DAS depends on your agreement. Shippers with enough volume often negotiate it down or away.
USPS: no residential or delivery area surcharge
USPS doesn't charge a residential surcharge or delivery area surcharges on Ground Advantage or Priority Mail. Its prices are set by weight and zone. That can make it the cheaper option for light packages to rural homes.
Two changes affect USPS in 2027. Holiday prices end Jan 17, 2027, and a weekly fuel surcharge begins in January 2027 on Ground Advantage, Priority Mail, Priority Mail Express and Parcel Select. It's a percentage of base postage, and USPS hadn't published the first percentage as of Nov 5. Our 2027 rate increase guide has the details.

How to measure and lower your exposure
- Export last quarter's orders with shipping ZIP codes and the address type the carrier billed.
- Download the DAS ZIP lists: FedEx's January 2027 list (published) and UPS's area surcharge list (new list effective Dec 21).
- Join the two and count packages by tier: none, standard, extended, remote. Then price them with the 2027 amounts plus fuel.
- Flag the ZIPs that move up a tier, especially FedEx's Extended-to-Remote changes.
- Compare carriers by ZIP. A ZIP can be in different tiers at UPS and FedEx, and USPS has no DAS.
- Talk to your carrier account manager. Residential and delivery area surcharges are common items in contract negotiations, including the DAS on deliveries to pickup locations.
- Offer a commercial delivery option at checkout, such as a nearby pickup location, so fewer packages carry residential charges.
- Set rural shipping prices or free-shipping thresholds with these totals in mind, so remote orders don't quietly lose margin.
Via.Delivery's solution
Via.Delivery adds FedEx and UPS pickup locations to your checkout: more than 36,000 FedEx Hold at Location and UPS Access Point locations across the U.S., such as pharmacies, grocery stores and shipping centers. These are commercial addresses, so the residential surcharge doesn't apply. That's $7.10 (UPS) or $6.90 (FedEx) per Ground package at 2027 list rates, plus the fuel on it.
For pickup locations in surcharged ZIP codes, whether a delivery area surcharge applies depends on your carrier agreement. Many shippers with enough volume negotiate it. Any fee for shipping to a pickup location also depends on your agreement.
Rural shoppers use pickup when they see it. In our data, 9.1% of rural apparel shoppers and 13.4% of rural wine shoppers chose a pickup location (pickup adoption by population density). 63.4% of customers who chose pickup could have had free home delivery, and 92% picked a location within 3 miles of home (Via.Delivery data). Packages are held for up to 7 days, with reminders until they're collected.
For orders already placed, pickup redirect offers customers a nearby location before the order ships, and missed delivery redirect offers one after a failed attempt. For wineries, about 20,000 of the locations accept wine, and the recipient shows ID (21+) at the counter.
Via.Delivery works with Shopify, Shopify Plus, Commerce7, Odoo and ShipStation, plus ShipHero, Fort Systems and wine 3PLs including Wineshipping, WeShipExpress, Copper Peak Logistics, Wine Country Connect, WineCub and BeyondVino. See how it works, all plugins and APIs, or book a demo.

Does the fuel surcharge apply to residential and delivery area surcharges?
Yes, at FedEx: it assesses fuel on the net package rate plus applicable surcharges, including the Delivery Area Surcharge and the Residential Delivery Charge. UPS's list of fuel-applicable charges includes the residential surcharge and the extended and remote area surcharges. Your contract may have its own terms.
Do residential surcharges apply to pickup locations?
No. FedEx Hold at Location and UPS Access Point locations are businesses, so deliveries there are commercial. FedEx says Hold at Location eliminates the residential surcharge. Whether a delivery area surcharge applies to a pickup location in a surcharged ZIP depends on your carrier agreement.
Does USPS charge a delivery area surcharge?
No. USPS Ground Advantage and Priority Mail prices are based on weight and zone, with no residential or delivery area surcharge. From January 2027, USPS adds a weekly fuel surcharge to these services.
