2027 Shipping Rate Increases: UPS, FedEx and USPS

Key Takeaways

  • UPS Daily Rates for Ground, Air and International rise an average net 5.9% on Dec 21, 2026. FedEx standard list rates rise an average 5.9% on Jan 4, 2027.
  • The residential surcharge for Ground moves from $6.50 to $7.10 at UPS and from $6.45 to $6.90 at FedEx (FedEx Ground and Home Delivery), at list rates.
  • Surcharges move more than the base-rate average: residential delivery area surcharges rise 9.2% at UPS ($6.55 → $7.15) and 6.1% at FedEx ($6.60 → $7.00).
  • USPS plans a weekly fuel surcharge on Ground Advantage, Priority Mail, Priority Mail Express and Parcel Select from January 2027. Its holiday prices and its temporary 8% price change both end Jan 17, 2027.
  • UPS changed its fuel surcharge tables on Nov 2, 2026. At $6.28 diesel (EIA, Oct 19), Reuters put the UPS and FedEx fuel surcharges at 29.5% and 29%.
  • In our example, a store shipping 2,000 residential Ground packages a month pays about $1.20–$1.37 more per package in 2027 before fuel: an effective increase of 6.3–7.1%, not 5.9%.

Most online stores feel these changes in three places: the base rate per package, the surcharges for home delivery, and fuel.

Why carriers publish a new rate card every year

A general rate increase (GRI) is the standard way parcel carriers update their published list prices each year. It covers the cost of running and expanding their networks: people, vehicles, aircraft, facilities and technology. UPS says its 2027 increase "helps to support ongoing expansion" and helps it "maintain the high service levels you expect from UPS." Supply Chain Dive notes that 5.9% matches UPS's average increase in each of the past three years.

Two points help with planning:
  • The 5.9% is an average across list rates. Your own change depends on your services, zones, weights and surcharge mix, as both carriers say on their rate pages.
  • List rates are the starting point. Many shippers have contract rates with discounts off the list. Your carrier account manager can tell you how the new rates apply to your agreement.
All dollar figures in this article are list rates.

UPS 2027: what changes on December 21

UPS announced its 2027 rates on Oct 26, 2026. They take effect two weeks before FedEx's. According to ups.com:
  • Daily Rates for UPS Ground, Air and International services increase an average net 5.9%.
  • The ZIP codes that pay area surcharges change, and some ZIP codes move to different zones.
  • The Additional Handling minimum billable weight rises from 40 to 50 lb. A package that triggers Additional Handling is billed at 50 lb or more.
  • A new per-package fee applies to some Ground and Ground Saver shipments from certain origin ZIP codes, for qualified customers. UPS said details would follow in early November; they weren't posted when we checked on Nov 2.
  • Small Business Rates also increase.
PARCEL Industry's analysis of the 2027 UPS rates breaks the average down by service:
UPS serviceAverage 2027 base-rate increase
Ground5.67% (1–5 lb: 6.13%)
Next Day Air4.71%
Next Day Air Saver5.03%
2nd Day Air A.M.5.31%
3 Day Select4.48% (1–5 lb: 6.92%)
The UPS Ground minimum charge rises from $11.99 to $12.70. Light Ground packages see slightly more than the Ground average, and packages over 31 lb see less.

FedEx 2027: what changes on January 4

FedEx announced its 2027 changes in September 2026 and updated its rate changes page on Oct 23. According to fedex.com:
  • Standard list rates for U.S., U.S. export and U.S. import package services rise an average 5.9%. FedEx Ground Economy and minimum rates also increase.
  • New Delivery Area and Pickup Area Surcharge ZIP lists take effect, so a ZIP code can move into a different surcharge tier.
  • Zone changes for select U.S. origin-destination ZIP pairs take effect Feb 1, 2027.
  • A $25 Paper Document Fee (non-electronic trade documents) and a $5 Paper Air Waybill Fee (manual paper airbills) start Jan 18, 2027. Stores that already create labels and customs documents electronically won't see these.

USPS 2027: a weekly fuel surcharge

USPS prices work differently from FedEx and UPS: it has no residential surcharge, and its 2026 fuel-related increase was a temporary 8% price change. From January 2027 it moves to a fuel surcharge that changes weekly, as FedEx and UPS do.

On Oct 26, 2026, USPS announced a fuel surcharge for domestic USPS Ground Advantage, Priority Mail, Priority Mail Express and Parcel Select:
  • It's a percentage of base postage, updated weekly from U.S. Energy Information Administration diesel and jet fuel prices.
  • USPS will publish each week's percentage 3–5 days ahead for diesel-based shipments and 3–4 days ahead for jet fuel-based shipments.
  • Negotiated contracts may have their own terms.
  • The starting percentage and the exact start day haven't been published yet.
Two temporary price changes end on Jan 17, 2027: the holiday prices in effect since Oct 4, 2026, and the 8% transportation-related price change in effect since April 26, 2026. We haven't found an announced January 2027 base-price change for USPS parcel products. USPS has said it won't raise prices for market-dominant mail (First-Class Mail, Marketing Mail, Periodicals) in January 2027, but that is mail, not parcels.

For budgeting, treat USPS in 2027 as base postage plus a weekly fuel percentage, like FedEx and UPS. Check the percentage before you set January shipping rates at checkout.

Surcharges compared: UPS vs FedEx, 2026 vs 2027

Surcharges can add more to a home delivery than the base-rate increase. Here are the common ones for e-commerce:
Surcharge (per package, list)UPS 2026 → 2027FedEx 2026 → 2027
Residential, Ground$6.50 → $7.10 (+9.2%)$6.45 → $6.90 (+7.0%)
Residential, Air / Express$7.00 → $7.60 (+8.6%)$6.95 → $7.35 (+5.8%)
Delivery area, commercial$4.50 → $4.90 (+8.9%)$4.45 → $4.70 (+5.6%)
Delivery area, residential$6.55 → $7.15 (+9.2%)$6.60 → $7.00 (+6.1%)
Delivery area, extended residential$8.85 → $9.65 (+9.0%)$8.80 → $9.60 (+9.1%)

UPS 2026 amounts: UPS preview of rate changes effective Dec 22, 2025. UPS 2027 amounts: UPS's 2027 preview as reported by PARCEL Industry and D'Arrigo Consulting (Oct 29–30, 2026); check the final 2027 UPS Rate and Service Guide. FedEx amounts: FedEx 2027 surcharge and fee changes. Effective Dec 21, 2026 (UPS) and Jan 4, 2027 (FedEx).

Two things to check in your own data:
  1. Your ZIP mix. Both carriers are updating which ZIP codes pay delivery area surcharges. A ZIP code that joins the list, or moves to a higher tier, costs more than the table shows. FedEx's 2027 lists are already published; UPS's take effect Dec 21.
  2. Your box sizes. With the UPS Additional Handling minimum billable weight rising to 50 lb, a box that triggers Additional Handling costs more in base rate as well as in the surcharge. Re-measure your largest SKUs packed.
For background on why home deliveries cost more, see commercial vs. residential shipping and understanding residential surcharges.

Fuel surcharges: the line to watch in 2027

Fuel is a percentage on top of the transportation charge, so it moves with diesel and jet fuel prices and with each carrier's fuel table. FedEx and UPS publish their percentages weekly.
  • UPS changed its fuel tables on Nov 2, 2026 for U.S. Ground, Ground Saver and Domestic Air. Reveel estimates the change adds about 0.5 percentage points at current fuel prices.
  • On Oct 26, Reuters reported diesel at $6.28 a gallon (EIA, Oct 19), up 65% since Feb 28. At that price the UPS fuel surcharge was 29.5% and FedEx's 29%.
  • From January, USPS adds its own weekly fuel percentage.
When diesel moves, the dollar change per package can be larger than the GRI itself. Build fuel into your 2027 budget as a range, not a single number. Our article on how fuel surcharges affect delivery explains the mechanics.

How to budget: a worked example

A hypothetical store ships 2,000 Ground packages a month to homes, with an average base list rate of $12.00. 10% of its packages go to ZIP codes with a residential delivery area surcharge. Assuming the 5.9% average on the base rate:
Monthly change, 2027 vs 2026UPS (from Dec 21)FedEx (from Jan 4)
Base rate (+5.9% on $12.00 = +$0.71)+$1,416+$1,416
Residential surcharge (2,000 packages)+$1,200 (+$0.60 each)+$900 (+$0.45 each)
Residential DAS (200 packages)+$120 (+$0.60 each)+$80 (+$0.40 each)
Total per month+$2,736+$2,396
Per package+$1.37+$1.20
Effective increase on base + surcharges7.1%6.3%
List rates, before fuel, discounts and any change in DAS ZIP lists. Fuel applies on top and adds to the dollar change.

The example shows why the effective increase for home deliveries is above the 5.9% headline: the residential surcharge is a large share of the cost of a light package, and it is rising faster than the base rate. Use your own invoices to build this table: take last quarter's packages by service, zone and surcharge, and reprice them with the 2027 tables.

Eight steps before December 21

  1. Reprice last quarter's shipments with the 2027 base rates and surcharges, by carrier and service.
  2. Check your top destination ZIPs against the new delivery area lists from FedEx (published) and UPS (Dec 21).
  3. Re-measure your largest boxes. Additional Handling is $49.50–$50.50 in Zone 2 in 2027, and UPS bills those packages at 50 lb or more.
  4. Validate addresses at checkout. Address corrections cost $27.00–$27.50 per package in 2027.
  5. Review signature options. Adult signature is $10.25–$10.60 per package. Charge for it where the law requires it, and don't add it where it doesn't.
  6. Update checkout shipping rates and free-shipping thresholds before Dec 21 (UPS) and Jan 4 (FedEx), and plan for a weekly USPS fuel percentage from January.
  7. Talk to your carrier account manager about how the 2027 changes apply to your agreement and volume.
  8. Give shoppers lower-cost delivery options, such as delivery to a pickup location, so fewer packages carry residential surcharges.

Via.Delivery's solution

Via.Delivery adds a pickup location option to your checkout. Shoppers choose from more than 36,000 FedEx Hold at Location and UPS Access Point locations across the U.S., such as stores and pharmacies. Because these are commercial addresses, the residential surcharge doesn't apply: that's $7.10 (UPS) or $6.90 (FedEx) per Ground package at 2027 list rates. If a location's ZIP code is on a delivery area list, the commercial DAS rate applies instead of the residential one. Any fee for shipping to a pickup location, such as UPS's Access Point charge, depends on your agreement.

Shoppers use pickup when it's offered. On average, 16% of buyers of signature-required products such as wine, 12% of high-end accessories buyers, 8% of apparel buyers and 7% of buyers of giftable merchandise choose a pickup location. 63.4% of customers who chose pickup could have had free home delivery, and 92% chose a location within 3 miles of home (Via.Delivery data). Packages are held for up to 7 days, with reminders until the customer collects.

For orders already placed, pickup redirect invites customers to switch to a nearby pickup location before the order ships, and missed delivery redirect offers pickup after a failed delivery attempt. For wineries, about 20,000 of the locations accept wine, so a delivery doesn't depend on an adult being home to sign.

Via.Delivery works with the systems you already use: Shopify, Shopify Plus, Commerce7 and Odoo; ShipStation, ShipHero and Fort Systems; and wine 3PLs including Wineshipping, WeShipExpress, Copper Peak Logistics, Wine Country Connect, WineCub and BeyondVino. FAQ

How much are FedEx and UPS raising rates in 2027?

Both carriers set an average increase of 5.9%. UPS Daily Rates for Ground, Air and International rise an average net 5.9% on Dec 21, 2026. FedEx standard list rates for U.S., export and import package services rise an average 5.9% on Jan 4, 2027. Your own change depends on your services, zones, weights and surcharges.

When does the UPS 2027 rate increase take effect?

December 21, 2026. That's when the new Daily Rates, surcharges, zone assignments and area-surcharge ZIP lists apply, along with the 50 lb minimum billable weight for Additional Handling.

What is the 2027 residential surcharge?

At list rates, the residential surcharge for Ground packages is $7.10 at UPS (from Dec 21, 2026) and $6.90 for FedEx Ground and Home Delivery (from Jan 4, 2027). For air and express packages it's $7.60 at UPS and $7.35 at FedEx. USPS doesn't charge a residential surcharge.

Is USPS raising prices in January 2027?

USPS plans a weekly fuel surcharge on Ground Advantage, Priority Mail, Priority Mail Express and Parcel Select from January 2027, based on EIA diesel and jet fuel prices. Its holiday prices and the temporary 8% price change both end Jan 17, 2027. USPS has said there will be no January 2027 price increase for market-dominant mail such as First-Class Mail.

Why is my effective increase higher than 5.9%?

The 5.9% is an average on base list rates. Surcharges change separately, and several common ones, such as the UPS residential and delivery area surcharges, rise about 9%. In our example of residential Ground packages, the combined increase is 6.3% at FedEx and 7.1% at UPS before fuel.

How can an online store lower its 2027 shipping costs?

Reprice your shipments with the 2027 tables, fix packaging that triggers Additional Handling, validate addresses to avoid correction fees, update checkout rates before the effective dates, and offer delivery to pickup locations. Pickup locations are commercial addresses, so the residential surcharge doesn't apply.
